Interlock paving method statement: bedding sand, first three rows and compaction

The one value most often wrong in paver method statements is the bedding sand: written as “50 mm compacted” when ADQCC says the opposite. Here is the sequence, the values and the inspection gates that ADQCC Section 7.10 sets for interlocking concrete pavers in Abu Dhabi.

Interlocking concrete paver installation in a residential development

ADQCC Part 1 Roads, Section 7.10, governs interlocking concrete paver blocks on Abu Dhabi projects, with Section 7.9 for the units themselves. It is unusually prescriptive: plate compactor force and frequency, the minimum size of a cut piece, what may be left uncompacted overnight, and consultants check method statements against it closely.

Before laying starts

  • Pattern shop drawings approved before the pavers are fabricated or delivered.
  • Delivery protocol. Each delivery comes with receipts showing the contractor, contract number and batch identification, plus ADS 15 certification and test reports. The Owner is notified 24 hours ahead, no truck is offloaded before the Owner’s inspection, and nothing is laid until the documents are approved.
  • Guarantee. A ten-year performance guarantee against delamination and colour fading, backed by the manufacturer.
  • Who installs. Write that the work is done by your own trained and experienced crews under the approved method statement. There is no “ADQCC-certified installer” scheme; referring to one invites a comment you cannot answer.
  • Substrate. Formation, sub-base, base and the kerb or banding edge restraints completed and approved; acid-soluble salt in the substrate below 1% to 300 mm depth.

Bedding sand: the error that recurs

Bedding sand is crushed material graded for the exposure zone: ADQCC Table 7-52 for the aggressive zone, which covers Abu Dhabi City and coastal areas, and Table 7-51 for Al Ain and Al Gharbia. It is spread to 50 mm and screeded loose to a level 5 to 10 mm above the required level, the exact allowance fixed by a site trial. It is not compacted before the pavers are laid and it is not used to correct base levels; sand firmed by rain or dew is loosened ahead of the laying face.

“50 mm compacted thickness” is wrong

Many older method statements describe a compacted bedding layer. Pre-compacting the sand prevents the pavers from bedding in under the plate compactor and is exactly what Section 7.10 tells you not to do. If your template says it, correct it before the consultant does.

Laying, cutting and compaction

  1. Lay from fixed edges or from the building outward, in the approved pattern, drawing from several pallets to blend shade, with joints of about 3 to 5 mm.
  2. Present the first three rows to the Engineer for dimensional accuracy, joint uniformity, alignment and squareness before laying continues.
  3. Cut with a mechanical block splitter or diamond saw; no cut piece smaller than 30% of a full unit: share the cut with the next unit where necessary.
  4. Compact after each 100 m² with a plate vibrator fitted with a rubber pad: plate area 0.20 to 0.35 m², force 12 to 24 kN, frequency about 75 to 100 Hz. Nothing is left uncompacted at the end of the day except the 1 m strip at an unrestrained edge.
  5. Sweep in jointing sand graded to BS 7533-3 (ADQCC Table 7-53) and compact until the joints are full; replace damaged units.

Inspection points for the ITP

Delivery documents (hold), bedding sand and substrate salt tests, the bedding screed height trial (hold, it is the initial-phase trial), bedding placement, first three rows (hold), laying and compaction, and the finished surface (hold). For the risk assessment, cover manual handling of pallets and pavers, silica dust and noise from cutting, plate compactor vibration and kneeling work, with specific controls, not generic ones.
