Get onto the vendor lists that decide who can bid.
Supplier registration and pre-qualification with ADNOC, TAQA, Modon, Abu Dhabi Police and other government entities, developers and main contractors in Abu Dhabi. We prepare the HSE, quality and compliance evidence each evaluation looks for, so your application stands up the first time.
Who we help you register with
In Abu Dhabi, the work worth bidding for is usually only open to companies already on the client’s approved supplier or vendor list. Each entity runs its own registration and pre-qualification (with its own portal, categories and document list) but the evidence underneath is largely the same. We build that evidence once, properly, and tailor it to each application.

ADNOC and group companies
Energy and petrochemical supply chain, where HSE evaluation is among the most demanding in the region. ADNOC registration in detail →

TAQA and its group companies
Power, water and utility networks, including contractors working on distribution infrastructure and live services.

Modon
Real estate and infrastructure development, where contractors and consultants are pre-qualified before tenders are issued.

Abu Dhabi Police
Facilities, maintenance and service contracts for a government security authority, where documentation, competence and confidentiality are examined closely.

Other government and semi-government entities
Abu Dhabi departments, authorities and government-owned companies, each with its own vendor registration and evaluation.

Developers and main contractors
Approved vendor and subcontractor lists of major developers and Tier 1 contractors, who increasingly pre-qualify on HSE before price.
We prepare and strengthen the evidence behind your application and help you assemble and quality-check the submission. Registration decisions, portal approvals and category assignments rest entirely with each entity. Jumbat is an independent consultancy and is not affiliated with, or endorsed by, any of the organisations named on this page; their names are used only to describe the registrations we support.
What every evaluation checks
The portals differ; the questions behind them rarely do. Depending on the category and the risk of the work, evaluation typically covers:
- Legal and commercial standing: trade licence and permitted activities, establishment card, ownership, financial information and tax registration.
- Technical capability: relevant experience, references, personnel and equipment that match the category applied for.
- Management system certification: commonly ISO 9001, and for higher-risk work ISO 45001 and ISO 14001, from accredited certification bodies.
- HSE arrangements: policy, organisation, risk management, competence, subcontractor control and alignment with ADOSH-SF v4.0 for work in Abu Dhabi.
- HSE performance: man-hours, incident statistics and evidence that incidents were investigated and closed.
Why applications fail
Rejections almost never come from the commercial section. They come from evidence that does not hold together:
- Certificates that carry no weight: from bodies without recognised accreditation, or with a scope that does not cover the category applied for.
- Generic HSE documents: a plan that names no real activities, sites or controls.
- Numbers that do not reconcile: man-hours and incident figures that contradict your own records.
- Inconsistency across the pack: licence activities, certificate scope, HSE plan and stated experience telling different stories.
- One pack sent everywhere: the same documents submitted to every entity without addressing what each one actually asks.
What we do for you
- Target list. We agree which entities and categories matter for your pipeline, so effort goes where the tenders are.
- Gap review. We assess your current documentation against what each evaluation will expect and tell you plainly what is missing.
- Certification strategy. If certification is needed, or an existing certificate is unaccredited or wrongly scoped, we plan the shortest defensible route: see ISO 9001 and integrated systems.
- One evidence base. Corporate HSE plan, policies, risk management, competence matrix, subcontractor controls, emergency arrangements and a reconciled HSE performance dataset.
- Tailored submissions. Each application assembled to that entity’s requirements and consistency-checked before it goes in.
- Clarifications and renewals. Responses to evaluation queries, and keeping registrations current when certificates, licences or data change.
Already registered and now asked for project documents? We also prepare method statements, risk assessments and ITPs in the client’s template.
Questions clients ask first
ADNOC and its group companies, TAQA and its group companies, Modon, Abu Dhabi Police, and other Abu Dhabi government and semi-government entities, developers and main contractors. If the entity you are targeting is not listed, ask: the underlying evidence is largely the same.
Yes, and it is the efficient way to do it. We build one consistent evidence base, then tailor each submission to the entity’s own requirements, so the second and third applications take a fraction of the effort of the first.
It depends on the entity, the category and the risk of the work. Lower-risk supply categories may not require it, while service and contracting categories commonly expect ISO 9001 and often ISO 45001 and ISO 14001. We check your target categories first, so you do not certify to standards you do not need.
No. Jumbat is an independent consultancy. We prepare your evidence and submission; each organisation makes its own registration decisions, and no consultant can influence them.
Yes. Share the feedback you received; we work through each point, close the underlying gaps rather than papering over them, and prepare a stronger resubmission.
