Get through ADNOC pre-qualification the first time.
Registration applications are rejected far more often for missing or inconsistent HSE evidence than for commercial reasons. We prepare the management system documentation behind your submission so it withstands technical evaluation.
What supplier registration involves
Becoming an approved supplier to ADNOC and its group companies means passing a structured evaluation of your company across commercial, technical and HSE dimensions. The commercial and legal parts are usually straightforward. The HSE and management system evidence is where most applicants stall.
Registering with TAQA, Modon, Abu Dhabi Police or other entities as well? The same evidence base serves them all: see supplier registration across Abu Dhabi.
Depending on the category you register under and the risk profile of the work, evaluation typically probes:
- Legal and commercial standing: trade licence, establishment card, ownership structure, financial information and tax registration.
- Technical capability: relevant experience, references, personnel competence and equipment.
- Management system certification: typically ISO 9001, and for higher-risk categories ISO 45001 and ISO 14001 from accredited certification bodies.
- HSE management arrangements: policy, organisation, risk management, competence, incident performance data and subcontractor control.
- HSE performance history: incident statistics, lost-time injury data and evidence of how incidents were investigated and closed.
We prepare and strengthen the management system evidence behind your application, and we help you assemble and quality-check the submission pack. Registration decisions, portal approvals and category assignments rest entirely with ADNOC. No consultant can influence that outcome, and we would be cautious of any who imply otherwise. Jumbat is independent and is not affiliated with, or endorsed by, ADNOC.
Why applications get rejected
Across the applications we have supported and remediated, the same causes recur:
Unaccredited certificates
An ISO certificate from a body without recognised accreditation carries no weight in technical evaluation. This is the single most expensive mistake, because the whole certification has to be redone.
Scope mismatch
The activity scope on your ISO certificate does not cover the work you are registering to perform. Evaluators check this line by line.
Missing HSE statistics
No man-hours data, no incident rates, or figures that cannot be reconciled with your own records and reports.
Template HSE documentation
A generic HSE plan that names no real activities, sites or controls. Evaluators read these documents properly.
No competent HSE resource
Higher-risk categories expect named, qualified HSE personnel with evidenced competence, not a duty added to an office manager's role.
Internal inconsistency
Trade licence activities, certificate scope, HSE plan and stated experience contradict each other across the pack.
What we do for you
- Pre-submission gap review. We assess your current documentation against what technical evaluation will expect for your category, and tell you plainly what is missing.
- Certification strategy. If you need ISO certification, or your existing certificate is unaccredited or wrongly scoped, we plan the shortest defensible route: see ISO 9001 and ISO 45001.
- HSE management system development. A corporate HSE plan, risk management arrangements, competence framework and subcontractor controls that reflect how you actually work.
- HSE performance data preparation. Structuring your man-hours and incident data so the figures are consistent, defensible and reconcilable.
- Documentation pack assembly. A consistency check across every document so nothing contradicts anything else.
- Gap closure before submission. Fixing findings while it is still cheap, rather than after a rejection.
- Post-submission support. Drafting responses to clarification requests and closing out queries raised during evaluation.
What you receive
Questions clients ask first
It depends on the category and risk profile of the work. Lower-risk supply categories may not require certification, while higher-risk service and contracting categories generally expect ISO 9001 as a minimum and often ISO 45001 and ISO 14001. We assess your specific category first, so you do not certify to standards you do not need.
Very possibly. Certificates from bodies without recognised accreditation are routinely rejected in serious pre-qualification. Send us the certificate and we will check the accreditation status before you submit. It is far cheaper to find out now than after a rejection.
If your certification and HSE system are already sound, documentation preparation takes two to four weeks and the evaluation timeline is ADNOC's. If you need certification first, add the relevant certification timeline, typically ten to eighteen weeks for a combined ISO build. Start early; registration deadlines tied to a specific tender are the most common source of pressure.
Yes, and this is a large part of what we do. Share the feedback you received and we will work through each point, close the underlying gaps rather than papering over them, and prepare a stronger resubmission.
